The Region III Education Service Center Business Administrative personnel provide valuable financial insight support. Program costs are analyzed in relation to program effectiveness as determined by student performance in the region. Technical assistance is provided to personnel so each can maintain an efficient operation.

Budgeting practices may also need revision to relate specific allocations to areas of need for improved student performance. To accomplish this, timely and accurate financial information is required.

Center and district personnel may receive assistance and support in all facets of School Finance, Budget Development and Finance Management.

The School Finance program provides the following training and services to Superintendents, Business Managers and School Board Members:

Technical Assistance sessions at Region III ESC
Workshops on the mechanics of the School Funding formulas and analyzing and interpreting the Summary of Finance

Technical support in understanding the Foundation School Program
Calculation of State Aid
Financial Data Analysis
Training on the Financial Integrity Rating System of Texas (FIRST)
Training on the Financial Analysis and Comparison of Texas Schools (FACTS)
Training on the use of the web-based Foundation School Program
Training sessions on School Finance for School Board Members
Training in the use of the Financial Accountability System Resource Guide (FASRG) areas which consists of: financial accounting and reporting, budgeting, purchasing, auditing, data collection and reporting, management, accountability, state compensatory education, site-based decision making, and GASB 34.
