ECI determines eligibility for infants and toddlers based on:

• Developmental delay



Children with delays in one or more areas of development (cognitive, motor, communication, social emotional or self-help skills).

• Atypical development



Children who demonstrate age-appropriate skills on test instruments but whose patterns of development are different from their peers.

• Medically diagnosed condition



Children who have a medically diagnosed condition that has a high probability in resulting in a developmental delay.

(Children with hearing and/or vision concerns should be referred for eligibility determination.)
