Texas who are part of the Three Low
Incidence Disabilities Statewide
Leadership Function. The purpose
of these modules are designed to
meet the training needs of teachers
of students with the three low incidence
disabilities: students with severe
cognitive disabilities, students who are
medically fragile; and students with
deafblindness.

The modules can be used together as
part of training delivered across several
days or as ten separate modules
delivered over a more extended period
of time. The content of each module
reflects current research-based
understandings of literacy as it relates
to students of all ages (3-21) with low
incidence disabilities and the Texas
Essential Knowledge and Skills.
