If a child is receiving services for a disability through Early Childhood Intervention programs, ECI staff may discuss with the parents the need to refer the child for a special education evaluation conducted by the local school district prior to the child's third birthday.
Just as with any transition, the transition from ECI to special education in the public school setting takes time and planning. Referrals for evaluations by a Texas public school may take place no more than 9 months prior to a child's third birthday, and no less then 90 days prior to the third birthday to ensure that services can be in place for the child (if eligible) at the time the child turns three.
