Performance Based Monitoring Analysis System (PBMAS) and State Performance Plan (SPP)
Performance Based Monitoring Analysis System (PBMAS) is an automated data system that reports annually on performance of districts and charter schools in the area of special education. This system is used by Texas to review and monitor special education programs statewide. There are 18 Indicators in the area of Special Education that are monitored and reviewed according to a State Standard. Districts that fall below the standard are assigned a Performance Level (PL) and depending on their PL in each of the indicators, districts must perform a Focused Data Analysis on the indicators and report their findings and plans to TEA.
State Performance Plan (SPP)
The Individuals with Disabilities Education Act of 2004 (IDEA 2004), Section 616(b), requires each state to develop a six-year performance plan. This State Performance Plan (SPP) evaluates the State's efforts to implement the requirements and purposes of IDEA and illustrates how the State will continuously improve upon this implementation.
In alignment with IDEA 2004, the US Department of Education Office of Special Education Programs (OSEP) has identified five monitoring priorities within the SPP: (1) Free Appropriate Public Education in the Least Restrictive Environment; (2) Disproportionality; (3) Child Find; (4) Effective Transition; and (5) General Supervision. The SPP contains 20 indicators associated with these five monitoring priorities.
