Emergent Bilingual Supportive Resources

ESSA Title III, Part A empowers Local Education Agencies (LEAs) and partners to deliver supplemental services—such as instruction, academic enrichment, and family engagement—to help Emergent Bilingual (EB) students achieve English proficiency and meet rigorous academic standards in Texas.

Offers implementable guidance and support tools for educators, families, and LEAs, including FAQs and program implementation strategies specific to Emergent Bilingual (EB) students.
Funding Guidance & Compliance
Clear guidance on allowable uses of Title III funds (e.g., professional development, supplemental services) versus unallowable uses, underscoring the “supplement, not supplant” mandate. Administrative cost caps, LEA responsibilities, and PNP school guidance are included.
Cross-Reference and Differentiation Tools
Resources like cross-reference checklists for Emergent Bilingual students who are also gifted, foster youth, homeless, military-connected, or dyslexic—helping educators tailor instruction.
Program Implementation Tools
TEA provides a suite of resources to help LEAs build and maintain effective bilingual and ESL programs aligned with state standards. Includes six approved program models, certification prep, and funding allowances.
Strategic and Certification Support
Free statewide training and prep materials for bilingual and ESL certification (e.g., exams 164, 190). Also includes strategic planning modules to help expand educator capacity in underserved areas.
Family Support & Engagement
TXEL’s parent portal includes guides on identification, placement, reclassification, TELPAS testing, and family-friendly newsletters and resources.
