Technology Planning
District planning is essential to ensure digital learning opportunities for all students and educators. The District Technology Plan is a document that guides the district in appropriating technology to teach students effectively, develop staff proficiencies, and maximize equipment usage. Although it is no longer required for districts to have a technology plan for E-rate purposes, technology plans are still important to ensure eligibility for potential future funding opportunities.
Technology is dynamic and constantly changing, requiring ongoing monitoring and updating to maximize its effectiveness. It provides the tools and devices that may be used to solve real-world problems and is a driving force that can transform the learning experience.
Services Provided to Participating Districts/ Campuses
- 5 half-day sessions at R3
- Collaboration with other districts
- Plan completed for Board approval
- Align goals/objectives with the State Board of Education’s Long-Range Plan for Technology, 2018-2023
- Evaluation of current plan
- Identify needs/create inventory
- Integration of technology into current curriculum
Technology Support
R3 technicians can assist districts with technology needs, including servers, workstations, and network infrastructure. This service also includes access to the R3 HelpDesk System to accurately report and track incidents per district.
Services Provided to Participating Districts/ Campuses
- Annual contract—R3 will respond to district support requests entered via HelpDesk or phone
- Requests for on-site support will be filled on a first come, first served basis
- Priority, urgency, and staff availability will determine scheduling
- Travel time for on-site support is billable
- All services are subject to minimums
- Minimum remote support: 30 minutes
- Minimum on-site support: 2 hours
Technology Audit
It is a constant challenge for districts to stay digitally fluent. A technology audit allows a district to create and implement a technology plan built on a foundation of objectives that target student achievement as well as return on investment. The technology audit will demonstrate accountability, promote growth, and will reveal areas of strength and weakness at a district level.
Services provided to participating districts/campuses
- 2 on-site days reviewing network/equipment/infrastructure with the technology director
- 2 on-site days interviewing administrators and teachers at each campus
- Interviews with other appropriate staff as requested by the district administrator
- Audit report
- Presentation to the superintendent, district administration, or board
Studio Production
Region 3 can help you create audience-focused, customized messages that support district communication goals. Region 3 will evaluate your needs and create an end product that engages the audience and serves your overall message.

- Fully equipped studio—green screen, lighting, cameras, teleprompter on camera
- Video production (in studio and on-site)

Social Media Archiving
Archiving your social media accounts is not only a good idea, it is required by law. In the case of a public information request, you must be able to provide the information in a timely manner. R3 has partnered with PageFreezer to provide this service for our districts.

Regional Network/Video Conferencing Services
ESC3 has a regional network that provides a multi‐service wide area network integrating video and data on H.323 infrastructure.
The regional network support services have assisted districts in building effective and efficient technology infrastructures to meet the Public Access Initiative (PAI) and the State Long Range Plan for Technology as defined by the Texas Education Agency.
The state education network, TETN/Learn, is bridged to NET3 and allows for districts to connect to TEA, other districts across the state and educational resources per the TETN guidelines.
Services Provided to Participating Districts/Campuses
- Regional firewall protection at the NET3 core
- Bandwidth management and monitoring
- Upstream connectivity and support management (up to 10G core bandwidth provided by TETN Plus)
- Connectivity and quality of service support from NET3 to the district edge router
- Districts are responsible for equipment maintenance and connectivity
- Allows for users to connect to NET3 session with desktop and mobile devices running Zoom software
- Unlimited technical assistance via email, telephone, or virtual platform
